How to get Mushu to use his ramps?

I just bought Mushu a feisty ferret home because his old cage was too small. So it's a two level cage with ramps but he can't seem to figure out the ramps he gets half way up them then gives up. Any tips on helping him use them 

Have you tried to put something enticing up on the top shelf to lure him up the ramp?

Tried treats, he wasn't too interested, tried food, wasn't particularily interested in that either. What actually made him go up was putting his snuggy ducky (the plush duck toy he cuddles with when he sleeps) on the ramp. He couldn't get up without the ramp, and I did it when I knew it was bed time, and he won't sleep without snuggy ducky, so he went up the ramp grabbed snuggy and dragged snuggy back to his bed and went to sleep xD

That's so cute! When I got Picaro he had trouble with his legs too, likely because he didn't get enough exercise when he was young. This is in no way mean to scare you, just thought I would add it turned out his bad climbing skills were because of cancer.

I found I had to zip tie the platforms down, because they just hook onto the sides of the cage, and Mushu would go underneath and jump up hitting them with his back to knock them on a slant and climb up them that way lol.
