tipping over litterpan

I have 2 males, one being around a year old (Winston) & the other 2 (noodle). I have a tall cage with 2 corner litter pans. One corner has water & the other has Food. When ever i clean the little pans and put them back in the cage Winston Will try to tip them. One locks in but He Gets underneath and unhooks it than tips it over. Some times I will tape it on and he will dig all the litter out. I use recycled newspaper litter. Not sure how to stop him. While all the happens Noodle just lays in the hammock. It would suck to have to share a cage with Winston. I can see it on noodles face. Winston also scratches at the cage to get out(after he knocks over the litter pans). The cage is loud and noisy. Winston also bites and chews at the cage. Not sure how to stop the tipping of the litter pans! Also after he tips it over he will poop behind the litterpan. But sometimes he will be a good boy and just use the litter pan. Ughh it drives me crazy. Any suggestions?

That's what we use. They're a lot easier to use than zip ties.

I made sure the litter pan was secured onto the cage. mine LOVE scratching at and attempting to move it. A lot of the time my ferrets will do it knowing i'll come over to the cage....smart lil critters
